PAS 9980 and external wall fire risk assessments

PAS 9980 is the British Standards Institution's Publicly Available Specification for assessing the external wall construction of existing multi-storey, multi-occupied residential buildings, and for deciding what โ€” if anything โ€” needs to change.

What PAS 9980 does

It replaced the informal, inconsistent use of EWS1 forms with a structured methodology: a qualified fire engineer assesses the whole external wall build-up, considers the building's specific risk factors (height, escape strategy, compartmentation), and reaches a proportionate, risk-based conclusion rather than a blanket "combustible = must remove" approach.

How it affects cladding decisions

A PAS 9980 assessment might conclude that a building needs full cladding remediation, targeted repairs (such as fixing cavity barriers without removing the outer panels), or no work at all โ€” the point is proportionality based on actual risk, not material class alone.

Where we fit in
